items in workflow outbox



I'm creating a workflow to approve/reject purchase orders. The workflow works fine, but there's some strange thing that I do not understand :

This is the flow : a work item comes in the user's inbox. The user opens this item and approves the PO -> workitem disappears from workflow inbox and appears in workflow outbox, this is the expected behaviour.

But when the user rejects the PO, the item disappears from the inbox, but do not appear in the outbox ?

Can anyone tell me how to force this ?

The customer wants to be able to see all treated items in his outbox...
