Green light in MD07 with stock =0

Hello !!

I have a material planned with MRP Type = V1 and Lot Size HB. The reorder point is 18 and maximum stock level 27. The stock of this material is 0, but en MD04 or MD07 the traffic ligth is green and it could be red. Only there are one planned order, no more requirements. Anybody know what happen.
