SAPUI5 StepInput Control Not Being Created in MII

I am just starting to look at adding UI5 controls to our MII web pages.

Specifically I wanted to add a StepInput control from the sap.m library. When I set the src attribute = "/sapui5/resources/sap-ui-core.js", the page loads no controls, and is simply blank. If I switch to using a slider, that control is created, but some of the methods, like showTickmarks, do not work. But if I change the source to src="" and load from the web, all controls are created and the methods work properly.

Attached is the simple code I am testing with. The first is a single html file, and the second is the standard MVC structure. Both exhibit the same behavior where referencing the local MII ui-core file will not load the StepInput control.

In a similar vein I tried to use the jquery-ui spinner control, which failed to be created, while a calendar from that library worked as expected.

What detail am I missing? Is the MII SAPUI5 library in fact a subset of the library available in the HPC developement tool?
