Service Completion check

Dear Gurus,

What is the best way to determine if a service line item in a PO is completely delivered (or accepted)? Assuming that users did not check "Final Entry Completed". Can the system mark "Delivery Completed" for services fully accepted like materials with full GR?

Is matching service entry value with line item value the best way out?
