Please help me to understand whether "SM:REFRESH MESSAGE STATUS" is a job? if yes please let me now why it is used ?what s the impact on the system if it is not scheduled hourly ?

Job SM:REFRESH MESSAGE STATUS (Report:AI_CRM_IM_UPDATE_FROM_SAP) is scheduled for updating the incidents

In short you can delete this job if you don't have ITSM (Incident Management) implemented in your Solman. Also, even if you have IM implemented but not using the functionality of sending some of the incidents through to SAP for further processing then you can switch off the job.

However, if you do have IM implemented and you forward IMs to SAP then you need this job to synchronize the messages/statuses from SAP.

The impact of this job depends on the IM volume within your organization and other use cases in your solman system.
