Hello Miguel,
As I see, there is no errors on your migration template. I tried to reproduce this case in our internal system, but everything went fine.
Could you please check whether the parent org unit is active in the period of the child org units assignement. In this specific case, the org unit CS_Area1 needs to be active between 08.02.2017 and 08.02.9999. This may be causing the migration tool error message.
If the issue still persists after this information check, I would ask you to open an incident, so we can further analyze this case.
