SAP CAL instance not activating, neither terminating

I am stuck in a loop where i am trying to terminate an instance but the CAL keeps on trying to activate rather than terminating, as a result it is billing my MS Azure account but without actually me using it.

As this is a trial account i cannot raise a support ticket with SAP. Someone please help me solve it.
