where do we define integration directory objects under party or service without party?

Is used to represent a business Partner ( who dose not belong to the Current company's landscape). It is generally defined in a B2B scenario's. So All the systems/services associated with the Party are referred only as Services.
>>service without party
It is used to represent any service within the landscape and is used in A2A communication.

Service or Servicewithoutparty are used to define your sender and receiver communication channels. If you are sending or receiving data out of your organisation then you use service else you use servicewithoutparty. For servicewithoutparty you need to have a business system which is created in SLD.
Other objects like sender and receiver agreements, receiver determination and interface determination you have to create them under your configuraiton scenario. First of all to do all these steps you need to create your own scenario.
