BAPI to create work order through notification without having IW31 authorization

Hi All,

Can anyone suggest the BAPI/Program to create work order through notification (IW22) without having IW31 authorization.

User has authorization to create work order from notification but user do not have authorization for IW31.

I tried BAPI "BAPI_ALM_ORDER_MAINTAIN"

but it is throwing error "No authorization for planning plant "XXXX".
