I believe there is a new role in ESS & MSS that you can give to an Adminstrator. Has anyone got some more details?

Few things on Hr administrator.
There are basically two packages asscoaited with HR amdin
mySAP ERP hr admin1.0
mySAP ERP hr admin1.1
1.1 version is completely ( or most of it ) is web dynpro for ABAP based where as 1.0 is compeltely WEb dynpro for JAva based. Funcitoanlity wise no difference.
The major funcitonalities that I have seen here are, brining the PA30 transaction to the front end through which the HR administrators can perform their day to day activities.
There need to be a clear business case to use this. If you HR amdin needs to lot of actions and those actions require his access to backend R/3 system, it does not make sense to implement HR admin Business package on the portal as the administrator would have to logon to 2 places to perform the actions. ( one through portal ) and another through R/3.
Apart from the maintian employee data, it also has some reporting options and few HR forms and processes. There are a couple of very good HR forms and processes. Like hiring and termination.
I have seen hiring HR form, through which a HR amdin can do a new Hire through Adobe forms on the portal. IT is very sleek. But the drop down on positions consumed more time than it does on the R/3.
These are some of the things that I have noticed and know about HR admin BP.

Anyway, you can check under the <a href="https://websmp210.sap-ag.de/~form/sapnet?_SHORTKEY=00200797470000081848&">Media Library</a> at SAP Service Market Place.. there is some useful stuff.. you will need your OSS id/pwd to view them..
