HR-Enhancement to IT0551(need urgently)

we r trying to do an enhancement in an infotype 0551(i.e., trying to add field) to country sweden.we r able to create a field in structure. But it is not generating the field in infotype . while we r generating it is giving an error saying that:

<b>E: structure HCMT_BSP_PA_XX_R0551 does not exist</b>.

Is it specific to argentina?

<b>Can we create it or not? If we can please provide the solution ASAP</b>.

I need to create it for all countries.
