Can't start Web Dispatcher

Hello Experts,

Web Dispatcher SID: WD7, Instance: W00, hostname: sapas7

on HP-UX 11i.23

when I logon as wd7adm, then startsap W00 sapas7. then it show the following error message:

rp34-105:wd7adm 21> startsap W00 sapas7
