BI administration cockpit errors with 0TCTAPPL activation

Hi experts,

I am busy trying to activate BI administration cockpit on our fresh SAP BW 7.5 SP6 system. Activating business content cubes and chain is finished.

Now I am trying to load data on BW development system starting of course with the master data chains.

System masterdata chain 0TCT_MD_S_FULL_P01 has succeeded.

Now 0TCT_MD_C_FULL_P01 chain. :(

This one fails on 0TCTAPPL related data.
According to the system an entry /CPMB/BPC is available in the masterdata (application components) and I can not activate that entry.

Three questions:

why can't this string be activated? 0TCTAPPL is a char field; I expect a char field to be able to start with a "/" in the key .
Is my expectation correct?
Can it be related to being a compounding attribute (with 0tctcsysid and 0tctcobjvers)
where do the values from the extractor come from?
we don't have BPC installed on the system or somewhere in our landscape.
I expect the values to come from RSAPPLSH or RSAPPLSHT table
what is your suggestion to solve this problem?
