Valuation class

In my testing system

when i go to create material from MM01 in accounting view i only saw the Valuation class 3001 and 3002, it is raw materail

but when i go to craete semi finsihed then only they show the same valution calss, but will not accept, they accept 7920 VC, but in dropdown menu it will not show me why?

i check the configuration?
