How to set vacancy quota for positions?

Dear Experts,

My client has an urgent requirement to set vacancy quotas per position.

Example:

Position SalesMan is allotted 10 vacancies. So 10 Employees should be assigned to this position. Then, if recruitment tries to hire an additional employee to the same position, or a different employee is transferred to this position, the system should reject because all 10 vacancies are currently occupied.

I understand that SAP Best Practices recommends one position per one employee, however client is insisting on this. Can anyone please help me and let me know if the requirement can be configured into our system?
