Hi,
U need to have created -
1. chart of accounts
2. assigned the CoA to CoCd
3. Create number ranges
4. Maintained FY & FSV and assign the same to CoCd
5. Maintained settings for retained earnings
After the above are done, u can create gl accounts in FS00
