Why i can not use 'List' -> 'Save' -> 'Local file' ?

Hi experts ,

When i use 'Sq01' & 'VK13' i found that the menu 'List' -> 'Save' is disabled .

And i check the authorization but nothing found ...

Is i missing some 'User parameters' in my profile ??? Many thanks !
