How to add an "Application Identity Provider"

Hello,

currently I am not able to add an "Application Identity Provider". After setting the "Configuration Type" of the tab "Local Service Provider" to "Custom", I switched to the tab "Application Identity Provider" and clicked the Link "Add Identity Authentication Tenant". After clicking on the link I got an 503 error (Error retrieving Identity Authentication Tenants).

Can someone tell me what is wrong?
