DBIF_DSQL2_SQL_ERROR & ORA-02019

I have an user reporting with this Database connection problem to "POSSE_DW"? I beleive this is relates to Database link problem? In SAP I am not quite sure how to look at the database links? can someone please tell me way to see teh all the database links? and where to start for an issues like this? This is the first I am dealing with this kind of an error.

Database error code .......: 2019

Triggering SQL statement...: "FETCH NEXT "

Internal call code.........: "[DBDS/NEW DSQL]"

Please check the entries in the system log (Transaction SM21).
