What is the path of initsid.ora file how to check it OS level
please take in account that the database can also be configured to use an spfile<DBSID>.ora instead of init<DBSID>.ora.
In this case both files are existing but init<DBSID>.ora is not used at all.

On Unix (for 10.2, 64bit here), something like
/oracle/<SID>/102_64/dbs/init<SID>.ora
On Windows:
<DRIVE:>\oracle\<SID>\102_64\database\init<SID>.ora
