We are currently facing an issue with our Search infrastructure, which we use to surface the content into the tag, topic and partially homepage. A hot fix is being worked on and we most likely are going to deploy them tomorrow morning US time.
Update: the fix has been deployed this morning CET (earlier than planned) and topic and homepage have been functional again since then.

May be because they are slow compared to Q&A tag pages....
