What is pcd inspector?

Hi all,

I'm trying to delete a collaboration room template and recreate a new one with the same name. I understand that to do so, I must delete the original template and then use pcd inspector to clean up entries left by the template (found this out by browsing old posts). I was wondering what the pcd inspector is. How do I navigate to it in the portal?
