budget exceeding

hi gurus

A user tried to open a PR (EUR 21,970) on WBS element YEM-CM-PAL-NCS-NCS-NCS, and the system gave her a budget exceeded message. I checked the budget on CJ30, and it looks fine.

what could be the problem . please give me the suggestion
