Alert and approval message takes long time to appear

Hi,

Our general setting for update message 0 mins. Alerts Management frequency is set to 1 mins. Everything works fine until we upgrade to PL27. Now the alert and approval message sometime takes more than 5 mins to appear. What could be the problem? Any idea how can we check on this?
