Unable to create new certificate (verify.der) file

We have just done a client copy to one of the clients on our QA system; over the same weekend we applied a number of patches to that system (now we're on SAP-BASIS SAPKB62062, SAP-ABA SAPKA62062 for example).

R/3 is working fine but I can no longer connect to the database with our portal (we use MSS). We're getting a Portal Runtime error which normally means that a certificate needs to be reapplied. Normally we would do this from an existing certificate in STRUSTSS02 - but there is no certificate there to reapply.

I need to recreate a certificate from the portal. But when I go to System Administration -> System Configuration -> Keystore Administration I get the message "Could not access the keystore because of missing permissions. Make sure you have been assigned to the J2EE administrator role". I get this if I log on as J2EE_ADMIN or with my ID (which has the roles Administrator and super_admin_role - which are all i need according to the SAP Help page).

Does anyone recognise this problem? Any ideas what I need to do to fix it? I've tried restarting the portal (and rebooting the server it's on)
