ECM - Change number effective based on stock quantity

HI Experts,

We have business scenarios" "Quantity based effective"" in Engineering change management.

We need to set a qty and when stock reaches that qty the change number becomes effective.

SAP Standard provided effectivity parameters on DATE, SERIAL NUMBER, but i want stock based effectivity or quantity based effectivity.

Any guidance/Suggestions to achieve this?
