A user tried to open a PR (EUR 21,970) on WBS element YEM-CM-PAL-NCS-NCS-NCS, and the system gave her a budget exceeded message. I checked the budget on CJ30, and it looks fine.
Budgets are monitored against both actual incurring of expenditure as well as committment created. Committments are basically purchase orders created for WBS elements for which actual goods receipt have not been made yet. These may be appearing under assigned values. You may want to consult with your FI expert.
I am having similar problem in PS - Budget exceeded. After updating the planning figures in the WBS Element, we could not raise a PR. Initially I tried to troubleshoot with CJ9BS to copy plan to actual, the system gave an error message K8057. We latter tried CJ30, the money was there.
