VOFM problem

Good morning:

I have a problem when i activate a routine in vofm, it says me that the statement of the new routine is not accessible, when i go to the program SAPLV61A and activated in the include RV64ANNN, it shows the code of the routine and it says me that it is not accessible, can anybody help me please?.
