Requirement to inspect an MIC in an inspection plant only once in a year

Dear Experts,

I have a requirement from my customer as given below

In an inspection plan for a material, we have 3 MIC's in the inspection plan say

1. MIC- A

2. MIC-B

3. MIC-C

All these 3 MIC's will be included in the inspection plan for the material. As of now all these 3 MIC's are being inspected for inspection lots with inspection type 01.

Now there is a requirement to inspect the MIC-C only once in a year ie when the vendor is supplying the first lot in the beginning of the year like january 2018 i need to inspect this MIC. For the rest of periods eventhough the MIC-C is included in the inspection plan the business dont want to inspect it. Please let me know if this requirement is logical. I checked it but i couldnt find any ways for it

My revised requirement is as follows,

MIC-C will be a qualitative characteristic and needs to be inspected only once in year like beginning of every year like January 2018, January 2019 etc.. and the other MIC's MIC-A and MIC-B needs to be inspected for the lots which are received every month.

Lets assume on January 2018 i have received 100 PC's of material from vendor - Now user wants the system to create 2 inspection lots ie 1st inspection lot should have characteristic as MIC-C and the 2nd inspection lot should have characteristics as MIC-A and MIC-B. But there will be only 1 Material document created for the purchase order with quantity of 100 PC's.

As per my knowledge system only creates 1 inspection lot for a material document (as specified in inspection lot control in material master) but how we can generate 2 different inspection lots based on master inspection characteristics when you have a single material document and physically 1 lot is available? Can you please suggest here

I have a query on DMR as given below:

When we use DMR in characteristic level, we can make the characteristics to skip based on number of lots as specified in QDR1, but in this case user wants to record results for MIC-C only in beginning year. How to use DMR at characteristic level when the number of lots are not known?

Did you not review dynamic modification at the characteristic level? Lots of threads on this.
