First it is the Basis, who will configure the system, so that configuration activities can be started by consulting team.

In terms of module implementation, the first activity defiately is FI module as Company Code plays an important role in integration with other modules. Then based on scenario's all module have some independend configuration activity & some dependend configuration activities.
