crystal reports install: permission to change files then nothing

I'm trying to install the Crystal Reports 2016 trial on a Windows 10 PC that is connected to a network. I go through the install process from this video:

Get to: permission to change files for the application, pick yes.

and then a whole lot of nothing happens. I can't provide screenshots because I don't get an error message.

I have extracted and am loading from the new folder on my hard drive.

I am the administrator on this computer, and I am clicking run as administrator. Any suggestions are appreciated.

Make sure it is extracted to C drive.

Make sure there is no firewall or any other security software blocking the installation.
