System Administration tab dissappeared

Hello,

on my local host I cannot see the system administration tab. I have logged in as Administrator, added all roles to the Administrator, created a new super administrator user with all roles and I still cannot see the system administration tab. I do have access to the content and user administration. Any help will be greatly appreciated. Please let me know if you have documents.
