Picking Strategy

I have a single material, it has one storage type but it is in 2 separate storage sections, 001 and 100. When I am creating a TO, I want the search to go to section 100 first then 001. I have tried numerous ways of configuring, but it always goes to 001 first. In the storage bin search log, it searches the various storage types correctly and ends in the storage type required, but it then won't do the storage section search correctly. Everything I see resolves around storage placement but not storage picking.Example material is in storage type FGS, sections 001 and 100. Storage section search is set up for FGS, 100, 001.
