Unable to log into BW through Webi Client

When I select our BO Prod server and then sign into our Production BW environment I am able to log in OK. But when I select our DEV/TEST BO server and then sign into either our DEV or TEST BW box it tells me 'Login Failed'.

I was able to log on OK before but all of a sudden I can't and this is for any ID I try so it isn't just for my ID.

Can any one help at all?
