VALUE TABLE is the table with the possible values could be inserted, CHECK TABLE is the table with the all and only values can be inserted.
If you assign a VALUE TABLE no control is done to check if the hit exists in the VALUE TABLE, if you assign a CHECK TABLE the control is done.
So CHECK TABLE is usually the same VALUE TABLE or is a part of VALUE TABLE.
