Is it so that locked user IDs dont receive workitems in EBP ?

Hello,

A substitute has been maintained for an EBP approver but he doesn't get the workitems.

I need to find the reason why he doesnt receive the workitems.

His user ID is in locked status.

Is this the reason why he is not getting the workitems ?
