personalize a portal page

in ESS/MSS individual pages/fields can be shown or hidden by using the keys CONTROL and RIGHT-CLICK on the field that needs to be modified. Is this a Portal component feature? Where is this information stored? are the settings available for all users (not just for the user that performed the modification)?
