Target value from contract, line item 10 has been exceeded

Dear Gurus,

I have a value contract in SD that has 2 line items:

As you can see, line item 10 has a target value of 31,950.00 EUR and 18,741.21 has been consumed by creating 1 sales order:

When I try to create a sales order for an amount of 22591.21 EUR, I get the message:

"Target value from contract <no>, item 10 has been exceeded"

My question is: Since there is sufficient value in the 2nd line in the contract, why does the sales order not automatically consume the balance from the 2nd line item in the contract?

My expectation is as follows:

Order amount:22591.21

Line item 1: 13208.79

Line item 2: 9382.42

What was the Item category found at this contract?What was the completion rule assigned at VOV7..

The item category is ZWK1. The completion rule at VOV7 is "E - Item is completed after full target value is referenced"
