While you have not explained in which Business process, the sale order price and billing would be different and that too how frequent it is, through standard, it is not possible. You need to add the required logic in VOFM and assign to your pricing condition type.
ps:- if you search with the text "least price in billing" in Google, you will get a blog from which, you can take the inputs

Other options i am thinking about is
1. An option where we create a new pricing type which is the combination of B and G .
We first compare the SO price against the current price of the material and then determine if if we have to copy it from sales order as per G or redetermine as per B
2. can we create a new pricing category by copying L but add a logic only to redetermine the pricing condition if the price of the material is less than the price in the sales order.
3. As kamlesh suggest use condition exclusion.
