I downloaded your image and tried to upload it in Firefox ESR 52.2.1 (32-bit, Windows) and I am able to see the Accept button also when emulating a few additional screen resolutions via responsive design mode option.
What happens, when you try scrolling vertically the popup?
I was unable to display the Accept button only when uploading your image on 320x480 - in this case scrolling via both vertical scrolls did not help.
Probably, it will be useful for the implementation team to investigate the root cause if you provide additional information about your device.
