Check in the following
SAP R/3 menu:
SAP User menu > Indirect Taxes > Sales / Outbound Movements > Excise Bonding > Exports Outside India > Central Processing > ARE1 Create

This where you can maintain the excise bond number ranges
Logistics General > Tax on Goods Movements > India > Tools > Number Ranges.
Bond has 2 number ranges, when the user enter an excise bond, he enters the official bond number manually. When the bond gets saved the system automatically assigns new internal bond number.
