Do you know where the developer access keys are stored in SAP ?

The developer key is specific to a developer and can be used to create all the objects starting with Z or Y( example writing a Z report or a Z function module).

The access key is used to change standard SAP objects. They are the ones which doesnt start with Z or Y. For example try going to se38 give some program name which doesnt start with Z or Y and press create. The system will prompt you to put in the access key even though you have already keyed in the developer key for the same transaction(se38). I dont think there is any table to see all the access keys as they are alloted by SAP when you are in need to customize any standard SAP object. Your BASIS person is the right one to ask about.
