can anybody help me out in finding a bapi or a standard program for the creation of actual assessment cycle (i.e. transaction:ksu1/ksu2)

There are couple of RFC for the creation of allocation cycle :-

KGAL_RFC_CREATE_CYCLE

KGAL_CREATE_CYCLE

Cehck out they use same table T811c.

might be useful.

or else if possible use user exit..
