Can we create a crosstab/chart without a measure in webi?
I was asked this question in an interview and I said No. Please tell me whether this is possible or not.

You can turn that crosstab to chart using turn into chart. and webi convert that crosstab to chart but that chart will be meaningless.
Chart you can not.You need measure object/variable to display values in value axis.
Cross tab you can.You can create corss tab with dimensions only also but all again depend on the need and display requirment.
