Publish to the Portal Selection Not an Option

When I use Query Designer I have an option to publish to the portal after I open a query.

My co-worker does not have this option when they use Query Designer.

Is there a specific role they need in the ABAP system that presents this to the user after logging in?

Looks like the auth that the guy needs is:

Role authorization - S_RS_TOOLS

Logical Command Name - Command

Value - WEBPUBLISH
