Incorrect Count Results in Webi Report

Experts,

There is table from where export job runs and we have 3 down stream systems
FOR all SAP systems target_id is 1,2 while

-SAP - AE- Target_ID='1'
- AR- Target_ID='3'
- FI- Target_ID='2'
-ABC - Target_ID='4' and For Header records='IH',Revenue records='IR' and plain row records='RE'
-DEF

To find count of records exported to SAP and ABC down stream systems, we use below queries at database level

select count(*) from TN where doc_id='DOC2000001' and TARGET_ID='1' and record_type='DF';-- Gives count of rows exported as Deferrals for SAP-AE
select count(*) from TN where doc_id='DOC2000001' and TARGET_ID='1' and record_type='IV';-- Gives count of rows exported as Invoiced for SAP-AE
select count(*) from TN where doc_id='DOC2000001' and TARGET_ID='2';-- Gives count of rows exported to SAP-FI
select count(*) from TN where doc_id='DOC2000001' and TARGET_ID='3';-- Gives count of rows exported to SAP-AR

Issue is coming when I create a variable in webi report to get simple counts for these downstream systems but failed to get correct values
Count SAP_AE =Count([Target_Id];Distinct) gives 2 which is in correct
Count SAP_AE =Count([Doc Id]) Where ([Target_Id]="1") gives 1 which is in correct
as the counted measure is coming in-correct.

Below is the database values count output

Have I missed any part.. Appreciate your pointers

Can you post a sample data that shows in WebI without any variables and after applying count variables?.
