Unable to create NWBC Side Panels

I'm trying to setup a new NWBC side panel - but when I'm creating the Web Dynpro Application - I select WDR_CHIP_PAGE and click create. It asks me for an Application Configuration for Page I entered ZTEST001 and title Side Panel but it says that Configuration ZTEST001 cannot be changed in this system and won't allow me to go any further. I've tried names in other name spaces as well.

Any suggestions?

Were you able to Create Side Panel. Even I am facing the same issue. Please let me know if you were able to Create Side Panel. Please share your Expertise if you have cracked this.
