Carryover Rule in Time Management not working

Hello,

My client's requirement is an employee can accrue upto 40 hrs of sick leave in a given year and what ever is the unused balance gets carried over to the next year on the anniversary date. I have written all the rules and I see that it is restricting to 40 when I run time eval for the whole year but what is not happening is when I run time eval for the first pay period of next year, I am only getting the accrual of that pay period (2.67) and I need it to be 42.67.

Please take a look and let me know what am I missing.
