Completion by purchaser

Hi

A user creates a Shopping cart with '0' value. After the SC is saved and when we see the approval preview,it doesnt show any buyer assigned.(it says'no agents assigned)..Can I know what is to be done

Also here will the buyer approve and assign a price?? or only a price will be assigned by a buyer?
