I'm trying to create a GL in FS00 and I'm getting the error:
Account 39000 does not exist in chart of accts 3200 for specified co. code 3200
Message no. FH191
What do I need to do?

It is an information message. You will have to go to G/L Account -> Create from menu option to create a G/L Account.
